Aurum will be pursuing USAID's "Western Cape Provincial Care and Treatment Activity. The conceptual goal of this activity is to support healthy lives for the population of South Africa by achieving and sustaining HIV epidemic control through locally-led solutions that enable access to equitable health care. USAID aims to reach this goal by achieving the following strategic objectives:
Close the gaps to HIV epidemic control. Sustain health gains through strengthened, improved, and resilient health systems; Leverage community, civil society, traditional structures, and private sector partnerships to improve and sustain service delivery and client outcomes. Aurum is seeking a technical advisor to lead activities related to the delivery of HIV/TB prevention, care and treatment services in public health facilities and community structures, ensuring a high quality of services and seamless linkage between facility and community support services.
The role will report directly to the project Chief of Party; and will be based in the Western Cape Province.
Responsibilities: Coordinate and provide expertise for the design and implementation of high-quality HIV/TB prevention, care, and treatment support strategies for the project, adapting global and regional technical resources and tools as needed for the local context. Identify technical assistance needs and resources among public sector, community, and other private sector providers in delivering HIV/TB prevention, care, and treatment services. Working with the Chief of Party and project management team, lead, coordinate and manage the performance of HIV/TB clinical and related technical staff toward achieving the project's deliverables and targets. Liaise with USAID, other USG-supported HIV/TB projects, Western Cape Department of Health (DOH) and any other relevant entities to assure complementarity and collaboration in project activities, efficient use of resources, and timely delivery of HIV & TB prevention, care, and treatment interventions. Design and oversee a quality assurance program for clinical and related technical aspects of the project. Develop and implement strategies to promote transfer of essential HIV and HIV/TB related program management and technical skills to local resources within the province in collaboration with the DOH, local NGO and private sector organisations. Liaise and share lessons with other HIV/TV technical specialist in the organization as necessary. Qualifications and Experience: A medical qualification degree or nursing degree and postgraduate qualification in HIV (and TB) management. Specialized knowledge and demonstrated expertise in comprehensive HIV and HIV/TB service delivery at the provincial, district and facility/site level. A minimum 10 years' experience in HIV programme management with progressively increasing responsibility in designing, implementing, and managing large HIV/TB programs within the local context. A minimum five years' experience managing or supporting the management of international donor-funded health programs, preferably PEPFAR specific. A solid technical and administrative understanding of both public and private sector health delivery systems in South Africa. Demonstrated ability to liaise with senior medical and government officials. Experience in leading and managing a technical team composed of several technical experts, and in fostering teamwork. Demonstrated written, presentation, and communication skills in English.
