Job Advert Summary
MAIN PURPOSE OF THE JOB
Develops, monitors and reports on implementation of the Credit Risk Management Framework which includes credit policies, credit committee governance charters, portfolio monitoring and reporting within the organisation, thereby assisting to maintain credit exposures within approved parameters by the Board. Support CRO with governance in all credit committees and provide reports to Exco and Board. Develops, monitors and report on implementation of the Model validation and Governance Framework including model validation policies, SOP, frameworks within the organisation. Leads and Manages the independent review and validation of the all models that mitigate the credit risk, liquidity risks, covering pricing, credit & IFRS models and impairment models, to ensure financial sustainability of the organisation. Provides oversight on credit assessments done by Credit (Hind-sighting) to align with credit policies and SOP's and best practice.
Key Performance Areas
1. Manages the development and refinement of the credit risk management framework, credit policies, procedure manuals and governance charters

Defines the Credit Policy and Risk framework and manages implementation.
Reviews and maintains the credit risk limit / prudential limits in line with the Policies to inform the Bank's risk appetite.
Reviews and maintains the credit policies for alignment to the Basel principles and IRFS 9 requirement for best practise risk management and governance.
Reviews and maintains the procedure manuals for policy implementation.

2. Portfolio monitoring and reporting to CROM on all segments to ensure quality credit exposure and provides remedial recommendations to address deficiencies in portfolio management.

Monitors business performance in accordance with policies, procedures, legal requirements and against set corporate plan and business targets.
Monitors the renewal / review of credit facilities and reclassification of high risk accounts based on IFRS 9 stage classification.
Monitors accounts in breach of covenants and recommend remedial action to be done by PMS.
Monitors accounts within Workout and Restructuring and/or watch list exposures.
Monitors actioning of outstanding collateral as per exception reports generated from the CMS.
Recommends remedial action where there are deficiencies in portfolio management.

3. Manages the process of independent review and validation of Land Bank pricing, IRB credit and IFRS 9 impairment models that mitigates the key strategic pricing and credit risks faced by the bank as per best practise risk management policies and model governance protocols.

Manages and designs an effective, systematic, disciplined approach to evaluate and improve processes and procedures for the validation of key Land Bank pricing, IRB credit and IFRS 9 impairment models.
Manages and updates the Model Governance Framework and related policies in relation to pricing, IRB credit and IFRS 9 impairment models.
Gives input and advise on the development, implementation, use and improvement of the bank's pricing, IRB credit and IFRS 9 impairment models through a systematic, disciplined approach to evaluate and improve the effectiveness of risk management, control and governance processes.

4. Monitors the adherence to charters, Delegation of Powers (DOP), policies, processes and procedure manuals at credit committee meetings and credit value chain within the Bank.

Permanent attendance of credit committee meetings.
Monitors adherence to credit committee charters, DOP, credit policies, processes and procedures.
Highlights any risks associated with a loan application and propose mitigants to protect the interest of the Bank.
Provides training and guidance on implementation of credit policies.
Identifies and records policy gaps to inform the review of credit policies.
Notes policy exception to inform the review of credit policies.
Attends to policy change request from stakeholder to be approved and implemented in the credit value chain.

5. Develops, monitors and report on implementation of the Model Governance Framework including supporting policies within the organisation.

Manages all the Land Bank pricing, IRB credit and IFRS 9 impairment models to ensure conformance to relevant international and domestic regulations and legislation.
Liaise and assists Land Bank management on areas that require improvement in internal controls and the related regulatory environment by considering business objectives in the associated economic environment.
Provides regular feedback to Land Bank management on validation findings that require special management attention.
Compiles an integrated model validation plan that takes into account the economic environment, the key strategic risks faced by the Land Bank and the limitations of the business due to capacity constraints.

6. Build and maintain Stakeholder Relations.

Set-up meetings with the role players to discuss the roles and responsibilities and possible areas of cooperation, improvement and conflict.
Informs the relevant role players of the outcomes, deviations and actions required.
Manages relationships in order to achieve credit risk management objectives and risk appetite of the Bank.
Represents the Land Bank at SACRA membership meetings, AGMS and projects steerco.

Preferred Minimum Education and Experience

Post Graduate qualification in accounting, mathematics, statistics, credit risk, and related.
8-12 years Credit risk management experience.
4-8 years Managerial experience.
