TERMS OF REFERENCE FOR THE RECRUITMENT OF CONSULTANTS TO CONDUCT GENDER ANALYSIS IN WEST AFRICA

Duration: 40 days on a period of 6 months
Reporting to: ARC Gender Advisor
OBJECTIVES/RESPONSIBILITIES
Under the direction of the ARC Gender Unit with support of the ARC Country Engagement Managers in West and Central Africa, and ARC's government coordinators, we are seeking to recruit Gender consultants to carry out an in-depth gender analysis on DRM in some targeted countries in West Africa to ensure that the policies, strategies, activities and outputs of DRM-related programme are gender-responsive and transformational.
The critical elements of the Assignment are:

Conduct a gender analysis using the Gender audit methodology focusing on the Disaster Risk Management Sector.
Produce a report with key recommendations that would be integrated into the collaborative work between ARC, partners and other stakeholders.
Carry out an in-depth gender analysis to better understand the specific challenges of women, girls, men and boys in Disaster Risk Management.
Identify barriers to women's empowerment and participation in DRM and opportunities for policy articulation to strengthen gender equality integration.
Perform a participative and inclusive analysis process ensuring multi-stakeholder consultations.
KEY DELIVERABLES

Gender Analysis Report and Action Plan highlighting the process and conclusions of the in-depth gender analysis.
Validation workshop for the Gender Report and National Gender Action Plan.
Gender and DRM Training Manual for training members of the technical working group.
Publication of policy brief summarizing key recommendations from the gender analysis.
Facilitation of Training of Trainers and establishment of the gender, advocacy, and communication group.
Facilitation of Policy Dialogue and Donors' roundtable.
DESIRED EXPERIENCES AND EDUCATION

Extensive experience in research and analysis in the field of gender equality and related themes.
Good understanding of the links between DRM and gender issues.
Experience or knowledge of the work of the United Nations system and/or other multilateral, bilateral and civil society development partners.
Excellent analytical, writing and communication skills.
Master's degree in related fields.
At least ten (10) years of relevant professional experience in gender mainstreaming in development projects and policies.
Capable of functioning in French and English.
DUTY STATION, RELOCATION AND INSTITUTIONAL ARRANGEMENT

The Consultants will have access to the relevant information necessary for the performance of the tasks.
The consultants will provide their own workstation and must have access to a reliable Internet connection.
The consultants must be available for consultations during defined working hours.
The Consultants will carry out their tasks under the supervision of the Head of the Gender Unit and ARC Country Engagement managers.
