The program is funded by Power Africa, a partnership initiative led by the United States Government with the objective of doubling access to electricity in Sub-Saharan Africa.The Finance & Operations Manager will join the program's central coordination team in Johannesburg, South Africa. The Finance & Operations Manager will take leadership of the budget and finance management of the PAGLP, drive operational activities to deliver on the program, and carry out administrative tasks.Key ResponsibilitiesThe Finance & Operations Manager shall:Lead the budget and financial management of the PAGLPThrough close collaboration with the Finance team, lead the budget preparation and budget management of the PAGLPOversee and support expenditure management in accordance with budgetsLead financial reporting, internally within TBI and to the donorLead ad-hoc reporting and proactive problem solving as regards budget and financial managementSupport the financial audit processes in line with TBI and donor requirementsManage operational and administrative tasks for the programCoordinate with internal TBI departments and country teams to implement the PAGLP program and address any operational or logistical bottlenecksSupport and in some cases organize international travel for the PAGLP team with complex requirements (procurement, security and safety, etc.)Plan operational and logistical tasks in accordance with the work plan, identify challenges ahead of time, and proactively find solutions with the relevant teams at TBIUpdate and provide innovative solutions and systems to sustain the implementation of the program financially, logistically, and operationallyManage program compliance with USAID donor funding regulations for supplier procurement, hiring, contracting, events and travelAct as process lead for the hiring of new staff and consultants for the programLead the induction process for new joiners to the PAGLP team, in coordination with the Chief of PartyCoordinate knowledge sharing opportunities within team by planning and scheduling weekly team meetings and learning and development activities for the team.Ensure program compliance with relevant TBI and USAID rules and regulationsIn collaboration with TBI's finance team, lead annual financial audit process for the programme, in close collaboration with USAID counterparts and TBI's finance and legal teamsContinuously and proactively manage and record program documents and results documentationOversee and develop the management of internal financial and operational systems, ensuring compliance with TBI's and applicable USAID frameworks and regulations (including but not limited to Invoices, Expenses, Flights, Contracts and Timesheets)Manage and assure all legal, financial, procurement and compliance aspects of the program in close dialogue with TBI's internal teams, Chief of Party and Operations Lead.Person Specification & Know HowThis is a role in a fast-paced team, working within complex policy areas. Therefore, the successful candidate for the role should be able to display the majority of the following:A minimum of 8 years of professional experience in areas relevant for finance and operations managementExperience working for donor-funded projects or programs, including USAID, European Union, DFID, IFC and/or other development partnersExtensive experience in budgeting, managing expenditures, preparing financial reports, and supporting audit processesExperience in coordinating internally and with donors on finance and operations mattersAbility to analyze data and present essential findings and recommendations, orally and in writingInitiative, creativity and ability to work collectively to identify and overcome challengesClosing Date:2024-09-20
