Finance Manager Public Sector - Ca (Sa)

Details of the offer

Role responsibilities: Draft and enhance methodology on dealing with the legacy matters (Data Loss); Alignment of GRAP and accrual accounting; Compilation of the interim and final AFS, i.e. Statement of Financial Performance, Statement of Financial Position, Statement of Net Assets, Cash Flow Statement and Disclosure notes. Ensure there is proper reconciliation between the General Ledger and the sub-ledger and Trial Balance and accompany registers; Provide quality assurance on the opening balances; in-year transactions and closing balances; Review the useful lives of the fixed Assets and the appropriate entries in the records to ensure that there is accuracy and completeness property, plant and equipment and intangible assets; Ensure that the Work-In-Progress (WIP) and finished Goods for inventory are complete, accurate and work closely with Operations; Draft the calculations and methodology of the impairment of debtors; Provide assurances on the accuracy and completeness of revenue and debtors; Assist with SCM processes, contract management and disclosure of irregular, fruitless and wasteful expenditure; Engage the National Treasury and the Auditor-General on technical financial matters and advise the CFO and CEO accordingly; Assist in the addressing of audit findings from both internal and external auditors Draft and review the applicable policies and the establishment of a materiality framework; Assist management with any other matter that will arise in order to successfully reconstruct the books of the government department and move towards at least acquiring a better audit outcome. The Resource will be expected to provide the following deliverables: GRAP compliant AFS; Complete and Accurate supporting schedules to the AFS Complete and Accurate General Ledger and Trial Balance Audit File GL Monthly reconciliations Skills transfer Technical Consultation Audit Support Requirements: CA (SA) Registered with SAICA and with good standing with SAICA 8 years or more, post CA qualification GRAP experience Public sector experience Thorough knowledge of Cost and Management Experience in compiling Annual Financial Statements (in the public sector preferably) Detailed knowledge of CaseWare System and all its functions Thorough knowledge of GRAP and able to provide expert accounting opinion on any technical GRAP matter;
