We offerWe offer a post of Project Officer . Under this post, the recruited person will be attributed functions depending on the needs of the Delegation. Upon recruitment, the successful candidate will occupy a specific job function as Project Officer – this job function may be changed in accordance with the needs of the Delegation. Under this job function the successful candidate will contribute to the definition, implementation, follow-up and communication of EU Delegation-managed and/or headquarters-managed projects/programmes under the supervision and responsibility of the relevant head of section.
The staff member is expected to assist with the general communication, knowledge management and coordination activities of the Cooperation section; to work in coordination with colleagues involved in various cooperation areas, notably in governance, culture, innovation, wildlife, etc. She/he is expected to provide technical expertise to the Delegation in all phases of the project cycle and in particular to ensure visibility of cooperation activities as well as proper appraisal, implementation, monitoring and evaluation of projects in the areas referred to above.
More specifically, the staff member's responsibilities include:
• Take a lead role in assuring visibility and communication of EU-SA cooperation and monitor compliance.
• Review sector trends, sector institutional framework, government sector programmes, current support activities undertaken by the international community and identify support gaps and possible roles for the EU.
• Initiate and participate in the identification and all subsequent stages of project formulation and preparation of new activities to be supported in the sub-sector.
• Monitor the implementation of EU-funded programmes inter alia by reviewing and approving contracts and reports and by carrying out field visits as appropriate.
• Coordinate and follow-up on Results Oriented Monitoring, manage reviews and evaluations and collaborate in audits and their follow-up.
• Report on activities in the sectors and on programme implementation.
• Represent the EU Delegation in Project Steering Committee meetings and other fora relevant for the sectors.
• Ensure that implementing agencies properly follow EU regulations and procedures for the implementation of the projects.
• Review and approve all technical aspects of supporting documentation before payment.
• Promote and ensure better co-ordination between donors and other stakeholders including Civil Society Organisations.
• As operational initiator in the Commission's electronic database encode entries accurately and comprehensively and ensure full documentation of all transactions in the system.
• Contribute to the inclusiveness dimension in the EU cooperation with South Africa (such as child rights, gender equality, rights of persons with disabilities, environmental sustainability, climate change)
In the performance of the above-mentioned duties the Project Officer will work closely with the other members of the Delegation. The Project Officer may be required, according to the evolution of the portfolio of projects, to perform the functions and tasks described above for other sectors.

Working Hours: 37,5 hours/week
Local Agent Position: Group I
Monthly Basic Brut Salary: ZAR 54,354.00
Indefinite contract subject to a successful probationary period.

Qualifications: University Degree in Economics, Political Science, Social Science, Development Studies or another appropriate field.
Professional experience: At least three years of relevant job experience in relation to the described post
Competences:
- Ability to work as part of a team in a multi-cultural environment; capable of 'win-win' interaction with other donors, civil society and the South African authorities;
- Excellent analytical skills are required for reporting and assessment of development projects. Excellent problem solving skills.
- Ability to prioritise and to make sound judgements;
- Excellent communication skills (both written and oral). A specific eagerness to work on visibility activities and communication strategies and tools as well as use of social media;
- Initiative, pro-active, energetic, capacity for independent work without constant supervision;
- Computer literate.
Languages: Excellent command of spoken and written English; other indigenous (South) African languages, as well as French, are an advantage.
