Position Summary ECODIT seeks an Environmental Compliance Specialist for the USAID Empower Southern Africa (ESA) project.ESA is a 5-year regional program that covers South Africa, Lesotho, Eswatini, Botswana, Namibia, Angola, Zimbabwe, Zambia, Malawi, Mozambique, Madagascar, Comoros and Sao Tome and Principe. The primary purpose of ESA is to increase the availability of, access to, and use of affordable, reliable, sustainable and clean energy in Southern Africa. This position will be based in Pretoria, South Africa.
The Environmental Compliance Specialist will lead environmental assessments for ESA. These assessments include evaluation of the impact on project activities on human health and the physical, biological, and social environment. Responsibilities also include compliance with USAID requirements as described in the USAID approved Pesticide Evaluation Review and Safe Use Action Plan (PERSUAP), initial and final environmental review & assessment checklists, and the Environmental Manual and Framework Mitigation and Monitoring Plan (EFMMP). The Environmental Specialist also ensures compliance with applicable laws and standards and works with program staff to implement projects with internationally accepted best practices.
Key Responsibilities: ·Maintain primary responsibilities for all relevant environmental documentation and put in place an environmental review and compliance system, including communication system with USAID, to ensure technical staff, leadership, and counterparts are aligned on requirements, conditions, and process.
·Ensure that all reasonably foreseeable adverse environmental impacts associated with the mechanism are prevented or mitigated.
·Oversee and guide the preparation, review, submission, and updates to IEE, PERSUAP, EMMP, construction plans, and ERCs for all activities and subawards, working in close coordination with local counterparts.
·Respond to USAID feedback and communicate directly with USAID counterparts and local stakeholders on proposed plans and assessments.
·Advise leadership and USAID counterparts at the inception phase of all activities on Climate Risk Management considerations per ADS 201, including actions eligible for categorical exclusions in accordance with 22CFR 216.2(c).
·Coordinate with relevant technical and monitoring and evaluation teams to integrate required environmental monitoring into the mechanism's subawards and M&E system, and integrate data collected into reports and deliverables, as appropriate.
·Other tasks activities as assigned by the COP and DCOP.
Qualifications: ·A bachelor's degree in business administration, law or any other relevant field; Specialized trainings and certifications on environmental policies are an advantage.
·A minimum of eight (8) years of experience in environmental compliance or related field.
·At least two (2) years or more experience working for USAID-funded programs managing similar portfolio.
·Knowledge of USAID Environmental compliance regulations.
·Experience in development of Environmental mitigation and monitoring plans.
·Strong coordination skills and interpersonal/communications skills.
·Fluency in English is required.
