Job Purpose The Department of the Premier, Western Cape Government(WCG) has an exciting employment opportunity for a suitable individual who would like to make a difference in managing the deliverance of learning and development programmes. This post is stationed in Kromme Rhee, Stellenbosch.

An appropriate 3-year B-degree/ Advanced Diploma (NQF 7) or higher qualification as recognised by SAQA; A minimum of 6 years relevant middle-management level experience.
Successful completion of the Certificate for entry into the SMS (Senior Management Service) prior to appointment: The nominated candidate will be required to complete the Senior Management Pre-Entry Programme before the candidate may be appointed into this post. Recommendation Post graduate degree and academic background and/or experience would be to your advantage.

Key Performance Areas Strategic management, advice and guidance in respect of the following functional areas: Curriculum development and quality assurance; Functional, transversal and management and leadership training interventions; Continuous optimisation, growth and innovation of the Provincial Training Institute; Strategic Management; Change Management; People Management and Financial Management.

Proven working knowledge and experience of the following: Legislation, regulatory frameworks, policies and best practices; Human Capital Development; Information Systems; Core Competencies: Strategic Capability and leadership, People Management and Empowerment, Programme and Project Management, Financial Management and Change Management; Skills: Partnership Management; Change Management; Knowledge Management; The skills required of a high level in-house advisor; Strong conceptual and formulation skills; Strong leadership skills with specific reference to the ability to display thought leadership in complex applications.
Remuneration R 1 162 200 per annum, Salary Level 13.
The remuneration package consists of a basic salary (70%) and the employer's contribution to the Pension Fund. The remainder of the package may be structured in accordance with the rules for SMS.

Following the interview and technical exercise, the selection panel will recommend candidates to attend a generic managerial competency assessment (in compliance with the DPSA directive on the implementation of competency based assessments). The competency assessment will be testing generic managerial competencies using the mandated DPSA SMS Competency Assessment tools.
