The DVC: Operations oversees policy formulation and implementation and is responsible for institutional resources and operational functions comprising, amongst others, the following portfolios: Human Capital, Infrastructure Development and Facilities Management, Protection and Risk Services, Communication Technology Systems, and Student Affairs. As a member of the Executive, the DVC: Operations contributes to supporting the University's prime purposes of learning and teaching, research, community engagement, and professional administration. The DVC: Operations will advise the Vice-Chancellor on higher education policy and CPUT's broader operational strategic matters. The successful candidate will be a strategist, visionary, accountable, ethical, and pragmatic administrator. Reporting to a highly engaged Vice-Chancellor, the incumbent will be the driving force in operational matters, leading and managing various teams through:Creating and maintaining excellent relationships with students and student bodiesDriving the transformation and Employment Equity agendaOverseeing leading human capital policies and practicesEnsuring sustainable infrastructure and development solutionsEngendering a culture of service and humannessEstablishing and maintaining world-class communications and technology support services and systemsSupporting a smart engagement agenda, which will require curiosity and an appetite for technological developments in support of teaching technologiesGuaranteeing dependable risk and protection of the University's people, assets, and infrastructure.Job Knowledge, Skills and Experience:A Doctoral degree will be advantageous10 years' relevant management experience gained from within a public higher education environmentProven experience managing more than two of the following portfolios: Human Capital, Infrastructure Development and Facilities Management, Protection and Risk Services, Communication Technology Systems, and Student Affairs, with the Student Affairs portfolio being one.Key Performance Areas / Principal Accountabilities:Strategic leadership:Provide leadership and management of the portfolio to support the academic project within the institution's strategic direction through, amongst others:a workable and fully operational strategic plan that is aligned to the institution's strategyaligning the relevant operations to the financials of all the portfolios and to core businessInfrastructure Development:Provide strategic insight to physical planningLeads negotiations for new land, big buildings, and big capital projectsDevelops management strategies, physical development plans, and building programmesManage infrastructural development and facilities on sound business principles, costing for a surplus, generating funds, and upgrading physical resourcesAdvises on viability/feasibility of expansions, acquisitions of properties, building projects, and any other related projects.Provide strategic leadership for sound CPUT planning of functions which provide accountability systems, related financial control on income and expenditure, audit and risk management within the ambit of the functions responsible for.Direct the activities associated with the security and investment of the university's assets and funds.Provide strategic leadership to ensure that Human Resource strategic objectives are aligned with CPUT strategic plans to ensure effective and efficient support towards aiding the University to achieve its objectives.Diagnose and analyze the Student portfolio for renewal in times of complexity in HE.Provide strategic direction in pursuit of set out strategic objectives.Strategic planning and management to lead and contribute to innovative and transformational role for ICT at the University.Direct ICT functions with strategic imperatives to achieve institutional excellence.Direct ICT vision to support broad Smart University strategic objectives.Strategic portfolio support of management initiatives including projects aiming to develop and enhance CPUT's standing as a leading UOT.Participate with the Vice Chancellor and other senior managers in Institutional planning, policy development, and supportive processes.Executive leadership:Take accountability for the effective operational controls, portfolio work processes, reporting procedures, systems, and allocated resources to improve operational efficiency and effectiveness.Provide strategic management and leadership as well as the alignment of the various functions to support the institution's vision and mission and strategic plan; and their alignment with national and regional government policy initiatives.Performance leadership:Through the various directorships (e.g., HC, IDFM, etc.), provide strategic leadership by, amongst others, taking line and performance management responsibility of relevant staff within the different functions by:Building a high-performing team from a broad range of professionals to deliver results against a background of significant change.Leading and inspiring staff, providing clear direction through a period of transition.Driving continuous improvement.Management of transformation to ensure internalization of institutional and performance culture that supports CPUT's mission, vision, and strategic imperatives.Proactively develops professional external liaison to form multi-level partnerships with:Other academic institutions both nationally & internationallyIndustryRelevant government departmentsProfessional bodiesRelevant community organizationsOther national and international role playersEthical strategic and administrative leadershipInstitutional management skillsCorporate governance skillsHuman capital management skillsInternal and external stakeholder engagement and liaison (council members, government departments, business, etc.)Policy development and implementation skillsProven sound financial management skills in an organizational setting, preferably in Higher Education.Experience in and applied knowledge of the changing student environment and life-cycle.General Information:To apply, please submit your detailed CV and cover letter to: ****** or contact: 021-959 6486.
