Deputy Director: Organisational Development (6 Months)Location: Pretoria, GautengSalary: R849 702.00 p/a (all inclusive package)Period: 6 MonthsDuties and Responsibilities:Manage organizational design and establishment servicesDevelop Organizational design policies, guidelines, and proceduresReview, align, and develop structure based on Departmental strategic objectives and mandatesDetermine post establishment and facilitate the costing of post establishment structuresCoordinate the determination of post provisioning normsFacilitate the implementation of organizational design and development strategiesDevelop and review services delivery model annually to assist and support management in determining the most suitable operating modelManage and conduct organizational review and redesign processesConduct organizational functionality assessments of the department's internal systems and processesDevelop, review, and maintain the organisational structure of the departmentConsult with internal and external stakeholders on organizational structural changesMonitor and maintain the implementation of approved organisational structuresMaintain the organizational design and development databaseManage and conduct job evaluation in line with departmental and national policy guidelinesEnsure the development of job evaluation policy and guidelines prescribed by the relevant governing bodyIdentify and prioritise jobs to be evaluatedConduct job evaluation on identified and prioritised jobs (newly and existing jobs)Preliminary QA evaluated jobsPanel job evaluation resultsFacilitate the job evaluation training program for the departmentUpdate JE register in line with approved JE resultsDevelop and maintain job evaluation databaseDevelop job description policy and guidelinesFacilitate the development and review of job descriptionsQuality assure job description as completed by subordinatesDevelop business processes policies, guidelines, and proceduresFacilitate and conduct business process improvement initiativesConduct business processes mapping, work method improvement, and standard operating proceduresManage the development of Business Processes that support the strategy and operations of the departmentFacilitate the business process management projectsEnsure the development of business process improvement strategiesMonitor and evaluate the implementation of business process managementManagement of resources: physical, human, and financialQualifications and Skills:National Diploma/Degree in Organisation and Work Study/Management Services/Production Management/Operations Management5+ Years experience in Organisational DevelopmentKnowledge of total quality management (TQM) advantageousExperience in the Public Service Human ResourcesTechnical Expertise in Job Evaluation and Organisational Design methodologiesIn-depth understanding of legislative framework that governs Job Evaluation and Organisational DesignKnowledge in the public services, Evaluate Job Evaluation systemAbility to develop high level models and conduct high level feasibility studiesUnderstanding of business process re-engineering methodologies and life cycleKnowledge of Government Legislation, including:The Constitution of RSAGood governance and Batho Pele PrinciplesInternal performance evaluation and reportingDiversity ManagementPerformance Management and MonitoringPublic Service RegulationsGovernment systems and structurePublic Finance Management ActPublic Services TransformationLabour Relations ActBasic Conditions of Employment ActProblem solving and analysisInterpersonal Conflict Management and Resolving ProblemsVerbal and written communication skillsApplied strategic thinkingBudgeting and Financial ManagementCommunication and Information ManagementCustomer Focus and ResponsivenessDevelopment of peersDiversity ManagementImpact and influenceReport writing skillsBusiness process mapping skillsMonitoring and evaluation skillsAbility to conceptualise ideasHigh level of verbal and written communicationMotivational SkillsNetworking and building bondsAnalytical thinking at macro and micro levelPosted 2024-08-28
