The Customs and Trade Facilitation Expert duties and responsibilities will include:
The expert will be responsible for the following:
An analysis of Botswana's current customs and trade facilitation processes and procedures to identify gaps and strengthsAn analysis of the current work that EU and WCO are doing to avoid duplication of activitiesDevelopment of an effective National Single Window (NSW) framework that covers all the pertinent and necessary aspects and concepts. The proposed framework will be workshopped with all relevant stakeholdersEngagement of all involved stakeholdersDeveloping training materials and manuals on customs trade facilitation focusing mainly on the national single windowProviding training on the implementation of the NSWMonitoring and evaluating the implementation of the NSWProducing progress reports and presenting progress to management and ATAF on agreed regular time periods.The Individual Consultant is expected to have the following key competencies: A relevant Master's degree or equivalentTrade facilitation certifications such as those from the World Customs Organisation (WCO) will be an added advantageMinimum 5 years of demonstrated work experience in customs and international trade environmentExperience in the provision of technical assistance in customs trade facilitation and national single window conceptsAt least 5 years of demonstrated experience in undertaking similar work within the sub-Saharan region and have a broad understanding of the socio-economic dynamics of African countriesGood knowledge of the customs and tax systems in AfricaGood report writing skillsGood communication and presentation skillsKnowledge and use of virtual platforms for delivery of technical assistanceGood command of the written and spoken English, andExcellent strategic, analytical skills, ability to maintain confidentiality, and fluency in French and Portuguese are added advantagemonitoringassistancedeliveryThe VAT Gap Analysis Expert duties and responsibilities will include: The expert will be responsible for the following: Reviewing existing VAT laws, regulations, policies, and procedures.
