DutiesAs a Budget Analyst (Construction) GS-0560-9/11/12, your typical work assignments may include the following under supervision:Ensure assigned budget and program duties support efforts to unify and improve business processes and practices within the organizational structure and mission activities.Monitor fund status of current and prior year appropriations which require detailed budget and financial analysis and program reporting.Communicate with budget, facilities staff, management, and construction staff to plan, monitor, and report on facilities resources.Perform budget execution and formulation in compliance with applicable fiscal and appropriation laws, regulations, congressional guidance, and departmental procedures.Gather and collect information and apply an understanding of budget estimates and funding methodologies.Operate various financial and budget systems to extract financial data and report the status of funds, estimate annual carryover balances, and develop ad-hoc management reports.Prepare narrative and data-based quantitative budget responses.Make periodic field trips to Bureau of Indian Education funded schools, universities or colleges, to keep informed of mission support activities, school leader resource priorities, and planning needs of the field.RequirementsConditions of Employment:US CITIZENSHIP REQUIREDBACKGROUND SECURITY INVESTIGATION WILL BE REQUIRED FOR ALL NEW HIRESAPPOINTMENT MAY BE SUBJECT TO A 2 YR TRIAL OR 1 YR PROBATIONARY PERIODSELECTIVE SERVICE REGISTRATION IS REQUIRED FOR MALES BORN AFTER 12/31/1959QualificationsApplicants must meet the qualification requirements contained in theSPECIALIZED EXPERIENCE: Experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression for the occupation in the organization.GS-09: Applicant must have one (1) year of specialized experience equivalent to at least the GS-07 grade level in the Federal service that includes: Performing budget duties requiring review and analysis; assisting with the review of submitted budgets for adherence to required formats, policy and instructions; assisting with the annual review of budgets.OR- Successfully completed two (2) years of progressively higher-level graduate education leading to a master's degree or master's or equivalent graduate degree or LL.B. or J.D., if related demonstrating the knowledge, skills, and abilities necessary to do the work.OR- A combination of graduate level education beyond the first year of progressive graduate study and specialized experience when combined together meets 100% of the total requirements for the position.GS-11: Applicant must have one (1) year of specialized experience equivalent to at least the GS-09 grade level in the Federal service that includes: Performing budget duties requiring review and analysis; assisting with the review of submitted budgets for adherence to required formats, policy and instructions; analyzing policies, assessing related construction budget metrics; participating and assisting with the annual review of a multi-year budget.OR- Successfully completed three (3) years of progressively higher-level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree, or LL.M., if related demonstrating the knowledge, skills, and abilities necessary to do the work.OR- A combination of graduate level education beyond the second year of progressive graduate study and specialized experience when combined together meets 100% of the total requirements for the position.GS-12: Applicant must have one (1) year of specialized experience equivalent to at least the GS-11 grade level in the Federal service that includes: Performing the full range of budget administration duties requiring complex review and analysis; reviewing submitted budgets for adherence to required formats, policy and instructions; collecting, coordinating, analyzing, and disseminating budgetary, statistic, logical and demographic data; analyzing policies, assessing related construction budget metrics; participating and carrying out the annual review of a multi-year budget.Only experience and education obtained by the closing date of this announcement will be considered.Time-In-Grade Requirements: Merit Promotion (status) candidates must have completed one year (52 weeks) of service at the next lower grade level.Education: This position does not have a positive education requirement.
