Job Purpose
Western Cape Mobility Department, Western Cape Government has an opportunity for two (2) suitably qualified and competent individuals to develop and maintain the district transport programmes in line with the Provincial Land Transport Framework, in line with the Integrated Transport Plans and to deliver a governance-secretariat function to the Transversal Transport Forum. The successful incumbents must be able to work under pressure and willingness to work irregular hours. These posts are based in Cape Town - CBD.
Minimum Requirements
An appropriate 3-year National Diploma/ B-Degree (equivalent or higher qualification); A minimum of 3 years experience in a transport policy and strategy working environment; A valid (Code B or higher) driving license.

Key Performance Areas
Conduct research that informs programme development profiles; Develop programmes that inform project interventions that promote district transport development; Participate in the planning of District transport programmes and projects; Provide technical expertise in the submission of inputs to operational policies that impact on the implementation of the district transport programme; Perform supervisory functions.
Competencies
Knowledge of the following: Legislation, regulatory frameworks, policies and best practices that have a bearing on the line functions; National and provincial strategies and policies on transport; Provincial Strategic Plan; Provincial Land Transport Framework; Integrated Transport Plans and Integrated Development Plans; Facilitation of the development of relevant provincial strategies and policies with respect to transport; Conducting high level research/feasibility studies and scenario planning; Development of the mobility strategy concept in municipalities; Information systems that aid in the management of knowledge and information pertaining to the line function.
Skills needed: Proven computer literacy; Written and verbal communication; Project Management; Accounting, Finance and Audit; Planning; Analytical; Report-writing; Presentation; Inter-personal; Problem-solving; Supervisory functions.
Remuneration
R 444 036 per annum (Salary Level 9)
Note on remuneration: Service benefits or obligations for qualifying employees (medical assistance, housing assistance, pension-fund contributions, etc.) are funded or co-funded in terms of the applicable prescripts or collective agreements.
Notes
Shortlisted candidates will be required to submit documentation for verification purposes and criminal record vetting. These candidates will be required to do a practical and attend interviews on a date and time determined by the department and may also be required to undergo competency assessments/proficiency tests.
