YOUR ROLE
We are looking for an experienced Senior Customs Entry Clerk to support clients and management with all statutory requirements related to Import and Export Control Act, prohibited and restricted goods index, Customs and Excise Act, and Evaluation.
WHAT ARE YOU GOING TO DO?
Review government gazettes and relevant internet website regularly and extract amendments to customs tariff classifications.
Update amendments to the tariff master file on the data processing system by inserting or deleting tariff headings where necessary, and linking the headings to the duty and rebate items that are affected by the change.
Receive updates to the Jacobsen's Harmonised Tariff manual and other customs related publications, and insert in the relevant binder.
Attend meetings with Customs Department to receive information regarding new developments and tariff classification of new products.
Inform clients, import and export departments of any changes that may be relevant to them.
Institute and maintain administrative measures to ensure that the contents of all documents submitted for any purpose under the Customs & Excise Laws comply with the requirements of the laws.
Set departmental objectives and identify the activities and resources needed to reach the objectives.
Determine the procedures and standards according to which activities have to be performed in order to reach objectives.
Mobilise employees towards objectives by issuing instructions, providing motivation and information and obtaining feedback regarding progress.
Resolve queries and problems referred by staff or management.
Monitor and control subordinate adherence to company policy and performance standards by implementing appropriate corrective action including disciplinary action, counselling or training, where behaviour or performance does not comply and rewarding satisfactory behaviour or performance.
Authorise and ensure the procurement of resources required to reach objectives, including staff, equipment, stationery etc.
Determine the structures according to which resources have to be organised in order to reach objectives, including authorisation of leave and allocation of duties and responsibilities.
Monitor and control the application of resources to avoid wastage and contain department expenses.
Report on the results of the function and the operations of the department to superiors.
Identify and classify the commodity within the harmonised system from source information using the section and chapter titles contained in the Harmonised Customs Explanatory notes and Tariff Determination Books.
Use indexes and dictionaries in support of classification and communicate with importer/exporter to confirm specifications where required.
Identify goods subject to import/export prohibition, restriction and control.
Determine Customs valuation of goods by including or excluding the required element from a value for duty calculation purposes.
Correctly apply appropriations of cost contained in the INCO terms in determining a value for Customs purposes.
Correctly apply principles of mass, area and volume in determining value for Customs purposes.
Identify the currencies applicable to the transaction for which a customs value is required and select and apply the correct rate of exchange.
Calculate Duty, VAT & ATV.
Advise clients or internal department of the duties and taxes applicable to the clearance of cargo.
Where accurate tariff classification cannot be made, or in the event of a new product, apply for determination of the classification to the Customs Departments.
Warehouse Audit
Manage the processes of the bond controller based on site.
Compile all customs related applications for extensions, permissions and so forth.
Audit bond store on a weekly basis.
Audit bond books, both electronic version and manual to ensure compliance in terms of the customs and excise act 61 of 1964.
Enforce solutions to ensure we are the market leaders in terms of risk management.
Motivate bond controller on a continuous basis to ensure accuracy and maximum output.
Physical bonded facility inspections, fences, locks, gates, operational compliance.
WHAT ARE WE LOOKING FOR?
Logistics certificate or equivalent.
Minimum 5 years' experience in customs environment.
Should have a SARS customs clearing Username and password.
Must have good organisational and planning skills.
Proficient in a variety of computer software applications including Microsoft Office suite (Word, Excel, Outlook) and Cargowise.
High level of attention to detail.
Good communication skills - written and verbal.
Specialist Knowledge & Skills
Basic to more advanced knowledge of Freight Forwarding.
Basic analytical and good time management skills.
