BASIC JOB DESCRIPTION?

Develop, review and enhance the Supply Chain Management (SCM)Policy and Procedures.?
Develop and implement supply chain management strategies?
Scan the legislative environment and ensure that the SCM Policy and Procedures are reviewed timeously and within the internal protocols?
DEMAND MANAGEMENT?
Ensure timeous collation of the annual Procurement Plan in accordance to the approved budget.?
Consolidation of Procurement Plans and submission to the CFO for approval or delegated committee or person to enable submission to the relevant Treasury before the deadline.?
Ensure implementation of procurement legislative prescripts, Policies, Procedures, Guidelines and so forth.?
Compile gap analyses and resolve any identified gaps in the Supplier Database on the Accounting Systems.?
Perform demand management, market analysis and procurement strategies for the approved procurement plan by the Supply Chain Management Policy.?
ACQUISITION MANAGEMENT?
Ensure that the request to procure from the end user is aligned with the procurement plan, including the available budget.?
Ensure that the Terms of Reference are aligned with the procurement plan.?
Oversee the advertising of Terms of References and/ or obtaining of quotes, according to the threshold requirements, and if within the delegations, taking into account the segregation of responsibilities.?
Facilitate supplier briefing sessions, if within the delegations, taking into account the segregation of responsibilities.?
Perform the compliance checks as required by the SCM Policy and Procedures.?
CONTRACT AND SUPPLIER MANAGEMENT?
Ensure that Contracts and Service Level Agreements are signed and filed appropriately.?
Develop, maintain, and monitor the contracts register?
Ensure that contractors who are underperforming are reported internally and to the National Treasury?
PROCUREMENT BUDGET AND REPORTING?
Estimate financial values of proposed contracts (VAT, allowances for currency fluctuations, price escalations and so forth).?
Collate the inputs from Executive managers for formulating the overall procurement budget – for both financial year and Medium-Term Expenditure Frameworks budgets.?
Monitor procurement activities against the agreed procurement budget.?
Conduct expenditure analysis for procurement?
COMPLIANCE AND RISK MANAGEMENT?
Manage compliance deviations and recommend corrective actions where applicable.?
Ensure the identification and mitigation of procurement risks.?
Ensure that all approved suppliers meet compliance requirements of the Commission and relevant legislation by making use of Central Supplier Database reports from the National Treasury.?
Ensure that non-compliance, irregular and fruitless and wasteful expenditure registers are updated, and the contents dealt with in compliance with National Treasury guidelines.?
SUPPLY CHAIN MANAGEMENT ASSURANCE.?
Manage and deal with all audit queries from Internal and External Auditors.?
Manage and supervise staff within the Unit, ensuring segregation of responsibilities.?
Implement the supply chain management risk mitigation.?
Implement the external and internal audit action plans.?

REQUIRED MINIMUM WORK EXPERIENCE AND QUALIFICATIONS?
An appropriate Degree/National Diploma in Commerce (Accounting, Management, Supply Chain Management, Auditing, Economics) Public Administration or Equivalent qualification?
Five (5) years experience in Supply Chain Management of which two (2) years must be at a supervisor level.?
Excellent project management and organisational skills.?
Knowledge of Public Administration?
Outlook, Excel, Word and PowerPoint?
Able to work on software relating to financial systems namely Pastel, Accpac, and SAGE.?
