(1) knowledge of analytical and evaluation methods for the assessment and improvement of RD programs to include knowledge of USDA/RD/government-wide program goals and objectives; (2) provide guidance to the Administrator, Deputy Administrator, and other senior officials on issues pertaining to exceptionally controversial and highly visible policy, accountability, and management issues and initiatives; and (3) develop creative alternatives to address critical policy and program concerns. There is no substitution of education for experience at the GS-14 level.NOTE: To be considered for this position, you must meet all qualification and eligibility requirements for the GS-0301 series set forth in the Office of Personnel Management (OPM) Qualification Standards by the closing date of the announcement.
