Reporting to the Head of Procurement, you will have the overall responsibility for overseeing the Governance & Compliance team (currently 4 direct reports) and ensuring the team's adherence to the Public Contract Regulations 2015 (PCR15) and the implementation and adoption of the new Procurement Act 2023 (PA23), Government PPN's/ NHS England initiatives and directives.You will be passionate about your role and motivated to ensure that we deliver value to our clients and stakeholders. We require an expert in Public Procurement to provide advice and guidance to support the commercial teams and wider NHS Supply Chain Food colleagues.Key Responsibilities:Lead a team of Governance Specialists (currently 3 & 1 Junior Buyer) who are responsible for running tendering activity to put Agreements in place for our food categories that support the growth of the food category to deliver value to our customers whilst ensuring compliance with the current PCR 15.Ensure all Governance owned processes and standard operating procedures are fit for purpose, relevant, and routinely audited for compliance across the teams.Manage the Procurement Project Plans ensuring all projects are kept up to date, delivered on time, and meet the expectations of the sourcing strategy while achieving KPI targets.Ensure the Governance team provides the correct support to the wider business relating to all procurement activities and that contractual commitments are delivered.Support category teams in their development of category and sourcing strategies to ensure the application of PCR15/PA 23 drives the best outcomes for customer procurement solutions.Have overarching responsibility to upskill the teams in relation to our regulatory obligations linked to public procurement, adapt training materials, and run training sessions.Review and approve tender and competition documents prior to publication to ensure compliance with relevant requirements.Represent Foodbuy and NHS Supply Chain: Food at Industry events and forums in ways that strengthen its reputation.Skills Required:Excellent knowledge of Public Contract Regulations 2015.Good awareness of the new Procurement Act 2023.Proven experience in a strategic role or other senior managerial position.Demonstrable experience in developing strategic business plans.Knowledge of Healthcare.Excellent organisational and leadership skills.Excellent people management skills and focus on team development.Excellent communication, interpersonal, and presentation skills.Good analytical and problem-solving abilities.End-to-end public tendering experience.Strong Sourcing Strategy Experience.Previous line management experience is desirable.We ensure you're rewarded for all your hard work, which is why we offer a comprehensive benefits package which includes but is not limited to:Contributory pension scheme.Grow your career with our Career Pathways and MyLearning programmes.Quick access for you and your immediate family to a Digital GP, and wider healthcare benefits.Exclusive travel discounts with TUI, Expedia, Booking.com, and more.Save money on your food shop with discounts on Tesco, Sainsbury's, Morrisons, and more.Up to 44% off cinema tickets to enjoy your favourite blockbuster.Receive cash rewards every time you spend and use them on a wide range of brands.Unwind with us with free wellness, mindfulness, and exercise classes.You can share all discounts and offers with your friends and family.
