ELIGIBILITYSuitably Qualified CandidatesCLOSING DATE13.10.2024REFERENCE NUMBERSPE 47/24 ExtSALARYTCOE: R1 227 099 p.aDEPARTMENTUrban Planning and DesignDIRECTORATESPATIAL PLANNING AND ENVIRONMENTPosition: Principal Professional Officer - District and Metro Spatial PlanningRequirements:B Tech or B Degree in Town Planning/ City and Regional Planning.An undergraduate first degree in the built- or natural environment, GIS, property development or related may be an advantage.Minimum of 8 years appropriate experience preferably in private and/or public sector.Extensive postgraduate experience in the field of urban planning, which should include experience in the compilation of forward planning frameworks and planning policy on metro/district/local level.Experience in the field of land use management, including compilation and/or assessment of land use applications.Registered or able to be registered as a Professional Planner with the South African Council for Planners (SACPLAN).GIS, geo-spatial analysis with demonstrable projects in the field of capital budgets, capital investment/expenditure programmes and/or economic growth/sectors and the impact on property market development is advantageous.Feasibility and project packaging experience leading up to property development is advantageous.Proven experience in facilitation of community engagement processes at metro or district or local level would be highly advantageous with the intent of citizen education and change management.Valid Code B driver's licence.Key Performance Areas:Manage a team of professionals.Design and implement complex multi-year internal and external stakeholder participation processes to develop short- to long-term metropolitan, district, local spatial frameworks, strategies, policies, procedures and guidelines within the statutory requirements.Facilitate and lead cross sectoral (internal and external) processes focused on urban growth, spatial planning and directing of private and public sector investment in the built environment.Initiate and lead urban research projects and/or the appointment and management of multi-disciplinary teams of colleagues or consultants (including compilation of work briefs and contracts).
