Introduction The person will be responsible for the following:

Provide clinical oversight, timely medical advice and ensure implementation of all medical matters relating to blood donors, donations and collections including specialized collections. Ensure SANBS donor clinic compliance to relevant legislation including the National Health Act. Provide effective and timely medical support to the Zones, including training and development of internal stakeholders in the area of expertise. Plan, implement and monitor medical related initiatives in the area of responsibility. KPA 1: Strategic Business Planning & Implementation Relating to Blood Donation Develop, implement and manage systems that will ensure the health and wellbeing of blood donors. In consultation with Lead Consultant Donor Services, develop and execute a business plan for the donor division aligned with the SANBS mission and vision, with supporting budget and resource requirements and ensure deadlines are met. Collaborate with Lead Consultant Donor Services and relevant stakeholders, to develop long term strategic plans for the department, aligned with the SANBS vision and mission. Ensure donor division implementation of policies, procedures, strategies and standards to accomplish the vision and mission of SANBS, comply with legislative requirements and maintain quality standards of Blood Transfusion Practice. Facilitate the development and approval of the medical zone budget. Monitor budget and expenses for business area and specified projects and ensure targets and deadlines are met. Review, and where necessary, amend the work organisation structure/manpower plans to ensure availability of staff to achieve the agreed strategic and operational goals. Conduct feasibility studies, customer surveys, monitor trends and make recommendations for continuous business improvements and sustainability. Propose potential projects, obtain approval, implement and monitor the effectiveness thereof. Develop strategies to ensure appropriate management of donor care projects to ensure safety of blood donors and blood supply. Design appropriate reporting metrics, collect data and submit quarterly reports to Medical division. Define and design donor department scorecards in line with the medical division scorecard. Monitor donor department scorecards progress and take corrective action where required. Collaborate with other divisions in SANBS (such as the Technical, Marketing Divisions and ICT as required) to synergize integrated outcomes. KPA 2: Quality Assurance and Compliance to Standards of Practice, Policies, Procedures and Protocols Ensure successful implementation and maintenance of the Standards for the Practice of Blood Transfusion with regard to donors and zone related activities. Ensure successful implementation and maintenance of Donor division accreditation standards such as SANAS 15189. Participate in National initiatives relating to the setting of standards and policy development. Develop protocols and procedures to guide operational implementation and practice in the specialized area of expertise. Develop protocols and procedures to define the criteria for the acceptance and deferral of blood donors (Including development of questionnaires etc.) Develop protocols and procedures to maintain and protect the health of blood donors. Clinical decision making where deviations from protocols are required. Develop and implement systems for donor education, recruitment and selection procedures to enhance the safety of the blood supply. Design and ensure implementation of donor care education strategies for collections staff. Collaborate with Nursing Services Manager and Lead Consultant Donor to ensure SANBS compliance with National Health Act and other applicable legislation in all Donor sites. Benchmark best practice and propose standard updates accordingly to Lead Consultant Donor and Nursing Services Manager. Identify risks on an enterprise and departmental level and develop plans to mitigate and reduce risk. KPA 3: Improving Integral Processes for Donor Area and Zone Medical Activities Provide medical advice regarding the suitability of individuals to donate blood. Review, edit and authorize standard operating procedures for Specialized Donor Services. Ensure safe and effective operation of the platelet and plasma apheresis division by supporting SANBS apheresis staff and consulting on medically related requirements of apheresis donors. Participate in design and implementation of education, recruitment and retention of safe apheresis donors. Manage serious donor adverse events by: Providing clinical advice to attending staff on the optimal clinical management of such donors. If on site, managing all serious donor adverse events. Oversee the investigation of such events. Ensure the implementation of corrective actions so identified. Authorize adverse events referrals to external medical facilities as they occur. Manage serious adverse outcomes to blood transfusion by: Providing clinical advice to attending doctors on the optimal clinical management of such patients. Oversee the investigation of such events and ensure they are reported to the Haemovigilance office. Ensure the implementation of corrective actions so identified. Design a system to continuously monitor donor adverse events and take appropriate corrective action. Manage complex clinical operational problems which fall outside the scope of practice and expertise of technical staff in respect of the interpretation of results of blood compatibility tests, instances of complex serological problems, to determine the clinical significance of laboratory test results. Provide clinical oversight and compile monthly reports for the operational and marketing meetings in the Zones. Participate, provide clinical oversight and compile monthly and quarterly reports for the zone and donor council meetings. KPA 4: Customer and Stakeholder Relationship Building Review content in the communication and education of all potential donors and the South African community through newsletters, pamphlets, website articles, and radio or television interviews as required. Strengthen interactions with Donor Marketing, ICT, Technical and Communication departments and build a cross-functional cohesive team. Provide appropriate and clinical best practice advice to SANBS staff dealing with customer service and marketing related queries, complaints and related issues. KPA 5: Aligned People Management KPIs Deal with grievances, conflict and disciplinary issues and take appropriate actions in accordance with SANBS Policy. Ensure regular two-way communication with staff on matters such as strategy, values, team building, SOPs, policy changes, etc. to ensure understanding. Where required, monitor and track staff time-keeping, absenteeism trends, overtime worked and leave to ensure adherence to HR policy for cost-effective running of the department. Recruitment and selection of suitable candidates according to manpower plan recruitment and selection procedures and EE targets. Attend meetings and training sessions as required, to remain informed of current field-related developments, to promote knowledge sharing. Conduct regular meetings with team members on matters impacting donor management and zone support. Wherever possible develop successors within own team. KPA 6: Conducting Research that leads to Innovative Implementation of Solutions Conduct cutting edge research in line with best practices for our leadership in the medical field. Communicate research outcomes with relevant stakeholders and obtain buy-in to improve our value proposition. Maintain a personal development plan that leads to excellence. Establish a portal for innovation that will ensure execution and implementation of viable ideas from SANBS employees or stakeholders. Engage and participate in National and International working groups' activities and presentations. KPA 7: Haemovigilance Programme Participation Compile and analyse data on reported donor adverse events. Report to the Haemovigilance office. Develop and review policies and procedures for donor adverse event management in line with best clinical practice. Equity Statement: 1. Education: MBCHB Registered with HPCSA Ideal: Post Graduate Diploma in Transfusion Medicine Experience: Medical practitioner with 3 years broad clinical transfusion experience and involvement with patients requiring blood transfusion. Ideal: Blood Donor care experience. Medical practitioner with 5 years broad clinical transfusion experience and involvement with patients requiring blood transfusion. Other: Understanding of Infection control practices in clinical care. Previous experience in a large organisation working with multiple departments will be beneficial. Understanding of the clinical indications for the transfusion of blood products. International practices and benchmarking. Understanding of Haemovigilance practices and procedures.
